Configuration that indicates the BigQuery destinations for streaming instances
of a DICOM store. To specify StreamConfigs, list all BigQuery destinations into

bq://{bigqueryProjectId1}.{bigqueryDatasetId1}.{bigqueryTableId1},bq://{bigqueryProjectId2}.{bigqueryDatasetId2}.{bigqueryTableId2}).
